Description
Rebate programs are common in the utility in the industry to increase the rate of adoption for water efficient technologies. The Town of Gilbert Water Conservation Office has not offered rebates in the past. A customer classes that have the highest potential for savings at an individual site are the large landscape water users. Targeting this water user class offers the most cost effective incentive program for the Town. The manufacturers typically claim high percentages of savings potentials. With closed loop systems such as toilets the water savings potential is almost completely controlled by the technology. Irrigation systems, and the landscapes they water, have multiple interdependencies such as condition of the irrigation system hardware, the plants they are watering, and the soil conditions. Once a site is determined to have a savings potential, an onsite meeting is scheduled to inspect the irrigation system. The best option to reduce the water use and increase the landscape health is selected. It is not always a smart controller, sometimes the best options are other technologies such as pressure regulating sprinkler heads or high efficiency nozzles. If the system is in poor condition a smart controller cannot reduce the water use and maintain a healthy landscape. In these instances the corrective actions have to take place before a smart controller will be offered for the site. Because this is not a typical rebate program the customer does not purchase the technology and then receive reimbursement. When the site is enrolled in the program the technology is given to the customer free of charge. Often the field personnel at these sites do not have the training needed to program the smart controllers. Onsite support in programming them is part of the program. This level of support is instrumental in achieving the highest savings potential.
